The driver, Richard Walton Robinson, was in a blue Subaru Crosstrek SUV when he drove around sheriff’s office vehicles and into high water.

In Stokes County, flooding washed out a portion of Bethesda Church Road as pavement buckled leaving a section impassable.

One of the hardest hit areas was Brunswick County, North Carolina, where dozens of roads are still flooded and many have collapsed. County officials have warned residents to avoid flooded areas and not to drive around barricades.
