President Donald Trump said Tuesday that he plans to phase out the Federal Emergency Management Agency after this year’s hurricane season, offering the clearest timeline yet for his administration’s long-term plans to dismantle the disaster relief agency and shift responsibility for response and recovery onto states.

The Atlantic hurricane season started on June 1 and is predicted to be more active than usual this year. A busy hurricane season would test the Federal Emergency Management Agency in the aftermath of President Donald Trump’s dramatic cuts to its disaster programs.

The president said states need to bear the costs of their own recovery and if a state's governor can't do so, "then maybe they shouldn’t be governor.”
