The Trump administration on Tuesday imposed a 10 percent tariff on all goods not covered by current exemptions, returning to the global rate first announced by President Trump after the Supreme Court struck a blow to the bulk of his emergency import taxes.

Those tariffs, Hochul said, cost the average New York household an estimated $1,751 in added costs over the last year and harmed the state's small businesses.

The president plans to use the speech to showcase the administration's achievements, Karoline Leavitt, the White House press secretary, said in a statement to Reuters.
