Gov. Gavin Newsom (D-CA) issued an executive order on Wednesday that exempts fire-torn areas of Los Angeles from a landmark housing law that allows property owners to build duplexes on land reserved for single-family homes.

Gavin Newsom Wednesday exempted fire-torn regions of Los Angeles County from a state law that allows duplexes and other housing units to replace burned-down single-family homes. Newsom issued an executive order Wednesday allowing Los Angeles-area governments to limit development in neighborhoods impacted by January’s wildfires.

The move marks a shift from his previous efforts to ease permitting for building in the areas devastated by January’s firestorm.
